Comprehensive Climate Action Plan
As the second deliverable of the Climate Pollution Reduction Grant (CPRG) program, the Comprehensive Climate Action Plan (CCAP) will develop a longer-term strategy to efficiently reduce greenhouse gases and other air pollutant emissions. This plan will align with existing goals and requirements for reducing greenhouse gas (GHG) emissions and increasing clean energy generation, covering all source sectors of the GHG inventory. The CCAP must be submitted to EPA by July 2025, two years after the award of the planning grant. The CCAP deliverable will contain current and projected GHG emissions levels, current and projected GHG control quantifications, and supporting air quality analysis and benefits.
The Comprehensive Climate Action Plan will be available after July 2025.

Climate Pollution Reduction Grants
The Climate Pollution Reduction Grants (CPRG) program provides $5 billion to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution. Authorized under Section 60114 of the Inflation Reduction Act, this two-phase program provides $250 million for noncompetitive planning grants, and approximately $4.6 billion for competitive implementation grants.
